Matthew S. Winters

We are happy to announce that CSGGE Faculty Affiliate and Professor in the Department of Political Science Dr. Matthew S. Winters has co-authored a new book, Persistent Citizens: Pursuing Social Welfare Benefits in Brazil and Argentina (Cambridge University Press, 2026), alongside Dr. Rebecca Weitz-Shapiro.

Co-written with Dr. Rebecca Weitz-Shapiro (Professor of Political Science at Brown University), the book explores the "state-centric persistence" of citizens in the Global South as they navigate bureaucratic roadblocks to secure essential government benefits, such as public healthcare and early childhood education. Drawing on decade of research and focus group interviews across Brazil and Argentina, the authors examine how psychological factors --- including a sense of entitlement, justified indignation, and self-efficacy -- drive individuals to advocate for their rights in the face of complex administrative hurdles.
